Adobe Commerce Cloud Dublin (eu-west-1), managed PaaS, ~10ms RTT from London (the Atlantic landing point is in Dublin), GDPR-compliant since Dublin is EU. Cost: £1,200, £3,500/month, but Adobe handles patching, scaling, fastly CDN.
